Manning Requirements

The Safe Manning documents are issued by the Mongolia Ship Registry.

All officers on Mongolian flagged vessels must hold valid Mongolian certificate of endorsement (COE).

Required Minimum Number of Deck Officers

No Mongolian ship registered under the provisions of the Mongolia (Ship Registration) Regulations shall be navigated unless she has onboard and in her service a duly licensed Master. The number of navigational watch-keeping officers required, and the grades in which they shall be duly licensed, shall be prescribed for each Mongolian ship by the Registrar, or an official who is authorized to act for and on behalf of the Mongolia Ship Registry.

Required Minimum Number of Engineers

No Mongolian ship propelled by the machinery of 300 KW or greater shall be navigated unless she has onboard and in her service a duly licensed Chief Engineer. The number of watch-keeping engineers required, and the grades in which they shall be duly licensed, shall be prescribed for each Mongolian ship by the Registrar, or an official who is authorized to act for and on behalf of the Mongolia Ship Registry.

Required Minimum Number and Ratings of the crew

The Registrar, or an official who is authorized to act for and on behalf of the Mongolia Ship Registry, may prescribe for any vessel a required minimum number of watch-keeping ratings as he deems necessary.

The Registrar, or an official who is authorised to act for and on behalf of the Mongolia Ship Registry, shall issue to each vessel a Minimum Safe Manning Certificate setting forth the required minimum number of officers and ratings, in specified grades and ratings, which has been prescribed for the safe navigation and operation of that vessel. This certificate shall be conspicuously posted on board the vessel.
